Rick, there is a local train that goes from BWI airport to Union Station in DC. It runs about once an hour. I think it costs about $6. It leaves from the BWI Amtrak station, which is about 2 miles from the airport and is a free shuttle ride from BWI airport.

National airport is much closer and a less expensive cab ride to the hotel than BWI.
Rick, here's the MARC train schedule for the Penn Line, which goes from BWI airport to DC's Union Station. The fare is $6. A cab from BWI to DC would probably be well over $50.
If you do fly in to BWI and take the MARC train, once at Union Station in DC, you'd either take a cab to the Westin Grand or take the Metro. If you take Metro, it would be the Red line at Union Station, then transfer to the Blue or Orange Line at the Metro Center station, and get off at the Foggy Bottom station, which is 3 blocks from the hotel. The Metro is easy to use but if you're schlepping luggage and wine it might be easier, and not that expensive, to take a cab from Union Station to the hotel.
Charlie Palmer Steak is about 3 blocks from Union Station.

These are tremendous hotel rates for Cherry Blossom week in D.C., I hope that other BWEers take advantage of them while they're available. For example, I just checked and the room rates for those same nights on the Westin Grand website are $319 per night.

In all seriousness, in large part because of the magic of Howard Mark Specter, one can spend three nights in a great town, at the peak week of the year, with a group of friends drinking some of the most incredible wines in the world, with great dinners each night, with reasonable air fares if you look carefully, all for about a thousand bucks. The equivant in a place like the Caribbean would be three or four or more times as much, not including the wine. If you're looking for a nice three-night getaway, join us at BWE '09!

If anyone follows Howard's instructions above, it is extremely important to select the 4 stars option in Foggy Bottom.
